DALI is a digital addressable protocol: every fitting on the bus has its own address, so you can dim, group and re-group them from a controller without rewiring. In a carpark that means running at 30% overnight and lifting to full on occupancy or schedule, with the groupings changed later when the use of the space changes. Neither listing mentions the other, so a buyer who needs dimming and lands on the standard page has no way of knowing this exists.
